Description : The Urban Development Programme (SUDP) is co-funded by the EC and UNDP and implemented by UN-HABITAT and its partners (UNICEF, ILO and UNA). The main objective of the SUDP is to alleviate the weaknesses in the overall governance systems coupled with deficiencies in the urban management and planning through structural governance reform and improvement of the management and planning methodologies for the main towns and cities.

Achieved Objectives : Permanent computerised and integrated accounting modules introduced in t he municipalities of Hargeisa (Capital), Berbera, Boroma, Burao, Erigavo, Gebiley and Las Anood as a substitute to the existing manual accounting system in order to improve financial transparency and accountability, ensure maximum transparency in the daily municipal financial transactions, produce reports showing the exact financial position of municipalities, integrate budget estimates with projected expenditures.

Descrizione : Il programma Urban Development Programme (SUDP), ideato dalla Commissione Europea e dall’UNDP, è realizzato da UN-HABITAT in partenariato con UNICEF, ILO e UNA. Il principale obiettivo di SUDP è il rafforzamento della capacità di governance municipale e di gestione del territorio.

Obiettivi raggiunti : L’intervento di Terre Solidali ha permesso l’avvio di un sistema di gestione e programmazione finanziaria trasparente, attraverso l’ideazione di appositi moduli di contabilità informatizzata e la formazione del personale. Il sistema introdotto nelle municipalità di Hargeisa (Capitale), Berbera, Boroma, Burao, Erigavo, Gebiley and Las Anood, permette il massimo della trasparenza nelle transazioni finanziarie municipali. Inoltre, facilitando l’elaborazione dei rapporti contabili, permette di monitorare lo stato del bilancio e facilita una corretta programmazione delle entrate e degli investimenti.
